The retry policy and per-attempt timeout, `"prompt"` or `"patient"`: see each member.

* `"prompt"`: The sync door, and the default: 1 retry, backoff capped at 2 s, a `Retry-After` up to 5 s,
  10 s per attempt. For request handlers, where a caller is waiting.

* `"patient"`: The batch door: 5 retries, backoff capped at 30 s, a `Retry-After` up to 60 s, 30 s per
  attempt. For the CLI, queue consumers and any run that must survive a 429.
